Ark. panel says Halter staff can talk on lottery (KFSM Ft. Smith-Fayetteville)
LITTLE ROCK (AP) - The state ethics commission says Lieutenant Governor Bill Halter’s office is not required to file reports with the state detailing how much it spends on work related to his proposed amendment creating a lottery — unless it spends more than $500 and expressly advocates for its passage.
