Lottery proposal resisted in Arkansas (Memphis Commercial Appeal)
Voters who cast a ballot in favor of establishing a state-run lottery won’t know the consequences of their choice because a proposed constitutional amendment doesn’t define lotteries, a conservative group told the Arkansas Supreme Court on Monday.
